Josh Stowers was named Assistant State Treasurer in July 2013. Asst. Treasurer Stowers is a former state delegate who served three terms in the West Virginia Legislature. First elected in 2008, Stowers served as vice-chair of the House Education Committee and was a member of several committees, including the House Finance Committee. Before joining the Treasurer’s staff, Stowers was the assistant principal at Horace Mann Middle School in Charleston. He has a master’s degree from Marshall University and an undergraduate degree from Concord University.
Diana Stout serves as general counsel for the West Virginia State Treasurer’s Office. She oversees the provision of legal services to all divisions of the Treasurer’s Office including cash management, short-term investments, unclaimed property, college savings and internal operations. Stout is also responsible for writing and tracking legislation and rules, as well as responding to legislative queries. She received a Bachelor of Science degree from Salem College and obtained her doctorate from West Virginia University College of Law.
Bryan Archer, Deputy Treasurer of Administration, has been with the State Treasurer’s Office for almost 25 years. He is the top human resource manager for the office, overseeing payroll, benefits and accounts payable. Archer also directs the state’s tax revenue disbursements and leads the state’s debt management operation. Archer is a past president of the National State Debt Management Network. An avid lover of the arts, Archer is a former member of the Charleston Light Opera Guild and a former board member of the Children’s Theatre of Charleston. He has performed on stage in numerous theatre productions. Archer is a graduate of the University of Charleston.
Misty Price, Deputy Treasurer of Cash Management, is a Certified Public Accountant with more than 14 years of experience in public and governmental accounting. Prior to joining the Treasurer’s Office, Price was employed as an auditor for Ernst & Young and a Coordinator of School Finance for the West Virginia Department of Education. Price is a graduate of Marshall University with a Bachelor of Science in Business Administration.
Tazuer Smith, Deputy Treasurer of College Savings, is a strong advocate for creating affordable college savings opportunities for all West Virginians. Smith oversees West Virginia’s SMART529 College Savings Program, which now boasts more than $2.2 billion in assets. Prior to joining Treasurer Perdue’s staff, she represented a non-profit organization on Capitol Hill and served as a legislative aid in the U.S. Senate. Smith received a BS, MA, and JD from West Virginia University.
Gina Joynes, Deputy Treasurer of Communications, is committed to providing accessible financial education to all West Virginians. She helps bring awareness to the State Treasurer’s public programs and serves as Treasurer Perdue’s spokesperson. Joynes is a former broadcast news anchor and currently hosts a monthly television program on public access called Treasury Notes. Joynes has received several awards for her work as a journalist, including recognition for her reporting on women and governmental issues. Joynes is a graduate of the E.W. Scripps School of Journalism at Ohio University.
Pat Jack, Deputy Treasurer of Local Government, helps bring the Treasurer’s services and programs to the local level. With four regional offices, the Local Government Division helps educate community leaders, business owners and everyday citizens about college savings, retirement options, financial education and other opportunities. Jack joined the Treasurer’s Office in 2001. Before that, he worked for Sportmart as a regional salesperson. He has a Bachelor of Arts degree in Education from Shepherd University. Jack is also a licensed auctioneer for the State of West Virginia.
Shelly Murray, Deputy Treasurer of Purchasing, is a Certified Professional Public Buyer with more than nine years of experience. Prior to joining the Treasurer’s Office, Murray served as the Purchasing/Contracts Lead for the West Virginia Enterprise Resource Planning (wvOASIS) project. She also served under the Department of Administration as a Buyer Supervisor for the Acquisition and Contract Administration section of the Purchasing Division. Murray is a graduate of West Virginia State College with a Bachelor of Science in Communications.
Mike Comer, Deputy Treasurer of Records Management and Security, was hired January 2013. Before joining the Treasurer’s staff, Comer served 25 years as a West Virginia State Police trooper, retiring at the rank of Lieutenant in 2010. During his tenure, Comer served on the executive detail of three state governors. His law enforcement career includes a two year stint as a Special Deputy United States Marshal Court Security Officer. He also performed sub-contract work for the Department of Homeland Security, conducting vulnerability assessments of the state’s public school systems. Comer has an degree in criminal justice from Marshall University.
Carolyn Atkinson, Deputy Treasurer of Unclaimed Property, is nationally recognized for her leadership efforts and expertise regarding the Uniform Unclaimed Property Act. Atkinson is a past president of the National Association of Unclaimed Property Administrators (NAUPA) and a recipient of NAUPA’s Lifetime Achievement Award. Currently, she chairs the committee for revision of the Uniform Unclaimed Property Act. Atkinson graduated Summa Cum Laude from Wake Forest University with a Bachelor of Arts degree in English. She has a master’s degree in Library and Information Science from the University of Kentucky and a doctor of jurisprudence from Capital University law school. She has been licensed to practice law in the State of West Virginia since 1993.
Kara Hughes, Executive Director of the Board of Treasury Investments is a Certified Public Accountant and Certified Fraud Examiner with more than 19 years of experience in public and governmental accounting. Her experience includes public accounting with Deloitte & Touche, Director of Accounting and Investments with the West Virginia Board of Investments, and Coordinator of School Finance with the state’s Department of Education. Before being named executive director, she served seven years as the BTI’s Chief Financial Officer. Hughes has a Bachelor of Science in Business Administration and an Executive Masters of Business Administration from West Virginia University.
Jack Berry is responsible for managing the West Virginia Retirement Plus deferred compensation plan, which offers a savings alternative for state, county, city and other political subdivision employees.
